Bypassing the White House’s stand on climate change, the state of California has inked agreements in China to work together on reducing carbon emissions. Governor Jerry Brown has signed a collaboration deal with the Ministry of Science and Technology, following up similar agreements with Chinese provinces of Jiangsu and Sichuan, with a focus on investing in low-carbon energy sources, cooperating on climate change research and commercialising of cleaner technologies

Brown says individual US states, China and European nations will fill the gap left by the federal government's move to abdicate leadership on climate change. When asked by the AP what could prompt the US to return to the fold Brown said, "science, facts, the world, the marketplace”.
